While visiting Dubrovnik and the nearby islands of Mljet and Korčula, you are certainly better off without a car. However, as the city is not linked to the rest of Croatia by train, you may wish to rent a car if you are traveling up the coast to Ston or Orebić, or onward to Split or Zagreb. A car can also be handy if you wish to drive to Međugorje, Mostar, or Sarajevo, in Bosnia-Herzegovina, or to explore further south to the Konavle Region or Montenegro.
